The World Affairs Council - Jordan

Jordan’s geographic position in the heart of the Middle East and in the midst of some of its important problems has caused it to develop certain sensitivity to the events of the area and other world problems. This sensitivity has been developed further by Jordan’s struggle against external challenges, its meager resources and its people’s commitment to major socio-economic development. We have also come to learn in Jordan that the rational is more effective than the emotional approach, to the solution of problems, and that conscious and enlightened human will, can shape historical events

Convinced of this set of beliefs, a group of public- spirited Jordanians have undertaken to establish the Worlds Affairs Council in Amman-Jordan, in order to encourage rational and positive debate of important Arab and international issues in the interest of public information and education. The establishment of the Council was promoted by the desire to provide a forum for responsible and free dialogue that would link Jordan with the major developments in the world. It is to be an interaction based on responsible and free exchange of ideas and a progressive outlook rooted in democratic and humanitarian values. The Council will also provide a point of contact and exchange ideas among men and women of thought and achievement in political, economic and intellectual fields from any part of the world. It hopes to contribute to the enrichment of Jordan’s intellectual and cultural life and the expansion of our understanding of world affairs.

The Jordan’s World affairs Council was established in November 5, 1977. It is a private association, independent of any public or governmental authority. The Council does not allow any organized partisan political activity. For the purpose of achieving its objectives, the Council publishes studies and periodical, carries out research, holds public lectures and seminars and encourages and organizes the exchange of visits among individuals and groups involved in the areas of concern of the Council in various countries.

Objectives and Activities:

a. To deepen the Jordanian citizens’ knowledge in the working of international relations, and political and intellectual issues of interest to the Jordanian society, all within the national framework of the basic freedoms of speech and thought, and enlightened modern view towards the future.

b. To enhance close contacts between national and similar regional and international organizations in all political, societal, cultural, economic and strategic research fields.

c. To encourage scientific dialogue on all national, regional, and international issues of interest originating in the unflinching commitment to democratic principles and human values.

To achieve these ends and objectives, the Council shall undertake the following activities:

1. Close cooperation, where possible, with all organizations and research institutions of similar objectives and interests at both the regional and international levels.

2. To issue “Al-Nadwa” four-monthly magazine to disseminate reports on all the activities of the council, and to publish, as well, as political studies and research papers done by its members.

3. To organize fortnightly and monthly lectures and seminars on all important political and cultural issues of interest to the kingdom whether national, regional or international.

4. To continue convening the 17-years-old traditional “Tuesday evening meeting” of the members, where a hot current national, regional or international issue is usually made the subject of deliberations. These are close meetings where only members and their guests are allowed.

نتيجة لتطور وسائل الاتصال بصورة جعلت العالم الواسع يصغر والمسافات تتضائل والمصالح والمشكلات تتعدد وتتشابك والاعتماد المتبادل بين الدول والشعوب يزداد، تداخلت مصالح الشعوب والدول وازداد تفاعلها حتى ان اي مشكلة اقليمية كانت ام وطنية لم يعد بالامكان رؤيتها او حلها بمعزل عن مشكلات العالم والمؤثرات الخارجية المتعددة التي قد لا تقع تحت سيطرة اطراف المشكلة نفسها.

وفي السنوات الاخيرة اهتزت الصورة التقليدية للقوى المؤثرة في العالم ولم يعد العالم مقسما الى محوري شرق وغرب بعد ظهور محوري الشمال والجنوب بفعل تسارع الاحداث في البلدان النامية والمتقدمة وبفعل انحسار اشكال السيطرة الدوية القديمة وظهور علاقات جديدة بين الدول اكثر تعقيدا وتشعبا… لذلك تعمق الحوار بين الدول في داخل الدولة الواحدة وتنامى الشعور بضرورة تطوير هذا الحوار.

وكان الوطن العربي الى وقت قريب يتلقى تأثير الغير عليه دون ان يشارك ايجابيا في رد هذا لتأثير او التفاعل معه، ودون ان يسهم في حركة التغير التي تصنع مستقبله ضمن مسار الحضارة الانسانية، وكانت صلة شعوبه بالحضارة الحديثة ومنجزاتها وما انتجته التكنولوجيا في تطورها المتسارع صلة استخدام شبه آلية اكثر من كونها صلة استيعاب وتمثل واستشراف لآفاق الفكر والعقل الذي ابدع التكنولوجيا. وذلك لاسباب عديدة منها قرون من التخلف والركود وما تبع ذلك من اشكال السيطرة الاستعمارية القديمة وما فرضته هذه السيطرة من غياب للارادة الواعية وانتفاء المعالجة العقلانية للاحداث والاكتفاء بالمواقف السلبية المنفعلة العاجزة عن الرؤية الشاملة للمشكلات.

ونحن في الاردن جزء من هذه المنطقة ننمو ونتطور معها ونتأثر بما يجري فيها وما تتعرض له. ولكننا بحكم العوامل الجغرافية السياسية وبحكم تاريخنا وتجربتنا والحقائق الموضوعية المتعلقة بقدراتنا ومواردنا ترسخت لدينا قناعات هامة ، منها ضرورة التوصل الى الرؤية الشاملة لما يجري من احداث وهو امر لا يمكن تحقيقه الا بقدر متوازن من الانفتاح والانعتاق العقلي، ومنها الايمان باهمية التكامل والتسانج بين الشعوب العربية وضرورة تكييف الوسائل المتوفرة لخدمة الاهداف المنشودة

وقد تمكنا نتيجة لوجودنا في قلب الاحداث ولمواجهتنا واقع شح الموارد وعوامل التخلف ومعوقات النمو والمجابهة مع الاخطار الخارجية من تطوير حس المراقبة المتنورة للاحداث، وتعلمنا ان اللجوء الى تحكيم العقل انجع من الانفعال بعاطفة الحدث، وادركنا باستقرائنا لوقائع التاريح وردوسه ان الادارة الواعية قادرة على الاسهام المباشر في صنع الحدث التاريخي وازدهر لدينا الامل بان التطور الخلاق ممكن وان مواجهة الاخطار بشكل ايجابي ممكنة ايضا. لقد بادرت مجموعة من الاردنيين المهتمين بالقضايا العامة ذات العلاقة بالاردن وبالوطن العربي وبالقضايا العالمية شاملة التأثير الى تأسيس (جمعية الشؤون الدولية) في عمان بالاردن لتوفير فرص الحوار الكفيل بوصلنا بالعالم وباحداثه الهامة، ولتحقيق التفاعل المستمر بين الاردن والعالم العربي من جهة والعالم بمجموعه من جهة اخرى على اسس من التفكير المسؤول والنظرة العصرية والايمان بالقيم الديموقراطية والانسانية في اطار تنمية التفاهم بين العرب والشعوب الاخرى من خلال الحوار مع المؤسسات العلمية والاكاديمية والثقافية ومع رجال الفكر والسياسة والاقتصاد والاجتماع في العالم، لاغناء حياتنا الثقافية زالفكرية وتوسيع ادراكنا لما يقع في العالم، واعطاء صورة صادقة عن الحضارة العربية وعن التحرك العربي المستمر نحو التطور والنمو من اجل خير العالم وتقدم شعوبه.

لقد تأسست جمعية الشؤون الدولية بتاريخ 5/11/1977 بموجب قانون الجمعيات والهيئات الاجتماعية الاردنية، وهي بحكم نظامها الاساسي جمعية اهلية وخاصة ولا تعتمد على أي جهة أو سلطة رسمية أو حكومية في الأردن أو خارجه، ولا تسمح بالنشاط السياسي المنظم او الحزبي داخلها، ولا تنشط في هذا السبيل بصورة مباشرة او غير مباشرة.
